Sheffield Wednesday Confronts a 'Significant Problem', Declares Football Regulator

'Our role is integral to football's future' - football oversight chief the new chairman

Sheffield Wednesday's persistent issues represent a a "serious issue" and the independent regulator is seeking powers to investigate clubs in such situations, the recently named head the regulator has stated.

During an extensive discussion, the chairman, who was appointed on Monday, voiced concern towards the club's followers.

The chairman convened with four fan organizations connected to the football team in recent days.

The team have been struggling on and off the field in 2025, with the club missing wage payments on several different times, including in the autumn.

"Clearly Sheffield Wednesday has been a significant problem for EFL and a major challenge for the sport," Kogan told.

"Wednesday stands as one of the historic institutions for English football and this week we have met fan representatives.

"We are seeking authority... which will allow us to have the club and similar situations referred to us if they require examination and acted upon."

Economic Challenges and Leadership Concerns

Wednesday's embattled owner the Thai businessman stated during the off-season he would be prepared to relinquish control at the stadium, but he has failed to complete a sale with potential new owners.

Missed wage deadlines on time in spring months led to sanctions by the football authorities in summer, stopping Wednesday from completing any recruitment activities for the following recruitment periods, although those limitations were removed in late summer.

Official's Viewpoint

The chairman stated: "The position was created for the fans of Sheffield Wednesday, Bury or any football club where fans are dedicated to a local institution that has existed throughout their lifetimes in numerous instances.

"I fully appreciate Sheffield Wednesday, as I do for all the clubs that since 1992 have gone to the wall, or nearly ceased operations, for reasons that have nothing to do with the fans themselves."

When asked if the regulator could force an proprietor to divest a club if they are deemed unsuitable, Kogan said: "Should the inquiry concern 'would we intervene in the final instance?', the response would be once we gather the evidence and understand the situation, we will."

But Kogan stressed that requiring chairmen to relinquish clubs would be considered the final option and the authority would rather to collaborate with owners.

"Our least desirable course of action is start getting involved with an specific team, an individual owner, without having the opportunity to collaborate with that proprietor to address the challenges confronting the team and the chairman's encountering," the chairman stated.

"However, realistically, when you review the record of the game, over the past few decades there have been certain proprietors, a small minority, but certain individuals who have acted carelessly in the approach they have taken toward their clubs and ultimately refuse to accept accountability for the future."

'Errors may undo substantial development'

The regulator engaged delegates from multiple organizations to detail the scope of the regulator on Wednesday and maintained it represented a "proactive meeting" with a "high level of engagement" from the lower divisions to the top flight.

"It's a job that's actually really important, because if we get it wrong, if the world of football gets it wrong, the remarkable development accomplished could disappear swiftly," the regulator warned.

"Such an outcome is universally undesirable in the realm of domestic football is a substantial accomplishment - we need to continue the progress.

"Considerable investment flowing into the game and has been invested for the recent generations, because there are no assurances it will persist in entering the game, which is among the factors explaining I think we have to adopt a precise perspective on challenges and obviously, of the coming seasons."

Premier League Concerns

Elite division representatives objected to the establishment of an oversight body because of concerns about detrimental effects on the top-flight's competitiveness, but the regulator stated: "I'm absolutely committed to the success and growth as an financial organization of the Premier League.

"As someone who appreciates the concern of undermining the division as a high-quality offering of England. But simultaneously, if you engage with division representatives after today's meeting, they would have had a significant degree of comfort -and, indeed, they have been advising us privately they have a considerable comfort."

Political Connections

Kogan is still facing a "full inquiry" by the official appointments authority after he disclosed making donations to the political party in the past.

The chairman provided financial support for government minister the minister's leadership bid, along with that of the now Prime Minister Sir Keir Starmer.

"I've been completely open about my previous political affiliation [with Labour], and that political affiliation came to an end the day the parliamentary committee confirmed my selection," Kogan said.

"I currently have no participation in any form of political activity."
