The Failure of the 28-Clause Peace Initiative for Ukraine: How Peace Negotiations Continue to Stumble

Europe experienced widespread relief on Monday, as the crisis sparked by the introduction of a new 28-article proposal for ending the war appeared – temporarily – to have been contained. A senior US official spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its response: a renewed assault of missile and drone strikes on Kyiv.

The Pattern of Peace Talks and Military Action

The chain of opposing developments captured the harsh reality of the outgoing year. By day, political struggles are conducted: positive announcements are delivered from multiple capitals. Significant resources is devoted on managing certain initiatives. By night, Moscow brutally reminds the world that, for them, war remains the key method for achieving "settlement".

Nighttime Reality

As military strikes unfolded into the early hours of Tuesday, the present situation of Ukraine's exposure was revealed. Ukraine is equipped to monitor rocket firings from enemy soil, a ability provided through current data. From observation points, military aircraft that had been scrambled to intercept incoming cruise missiles flew past – advanced fighter aircraft delivered to Ukraine by NATO members.

Shortly after, Kyiv's anti-aircraft weapons thundered: several firings deployed against a Russian ballistic missile. This was a modern interception technology at work, probably provided by partner states. Every deployment creates sudden vibrations, causing tremors. The instant of fear quickly becomes resigned acknowledgment: perhaps the incoming missile won't cause damage this time, protecting urban areas from catastrophe and another blackout.

Continuous Dangers

Soon after, a automatic firearm opened up on a unmanned aircraft in the vicinity, part of a mobile-fire group – probably imported technology. Sadly, the bullets missed the enemy aircraft – it continued its flight toward its destination.

Periodically, this carried on until dawn. Kyiv awoke to the early updates: seven people killed, devastation and heating outages in many homes as a result of the evening attack. As typically, everyone still continued their routines – experiencing conflict. But those entire period demonstrated Ukraine's essential dependence on international aid – a need that regional partners are evidently unprepared to fill in the near term.

Failed Diplomacy

The comprehensive proposal from US administration generated strong feelings, debate and profound anxiety – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after prior negotiation attempts and international summits.

Every new initiative from Washington follows the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They manage the tension but never actually achieve victory. This trend will, no doubt, continue.

Tactical Assessments

It is convenient to criticize certain parties of repeatedly advocating Russian terms. But that does not seem to be the complete picture. American leadership works based on a principle understood by seasoned negotiators: you cannot secure via talks what you have been unable to protect through force. The US administration assumes that it is unrealistic to force Russia to surrender the territory that it currently occupies in Ukraine's south or east.

The challenge is that while recognising this factual reality, Washington does little to discourage Russia, through statements or actions, from assuming that the current condition will not evolve additionally in its benefit in the months ahead.

Conflicting Perspectives

Therefore, Russian leadership is convinced that duration works to their advantage – that Ukraine and its allies are nearing depletion. Their incentive to accept conditions that does not give them the largest achievable advantage is almost completely absent. There may be numerous efforts to achieve ceasefire, but they will carry on as long as Russia's government remains highly assured in the conclusion.

On the contrary, Kyiv believes that Ukraine can still persist, progressively conceding lives and land but avoiding a entire defensive failure until situations evolve in its favour.

Present Conditions

Factually, there are no real preconditions for a armistice. Now, personal considerations are becoming relevant: political desires to broker a ceasefire and obtain worldwide acknowledgment, and Kyiv's dual difficulties – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the country's interests against any plan Kyiv finds unworkable, so that their attention does not switch to homefront challenges. And although their task will now be considerably more difficult after latest incidents, it remains highly unlikely that this will alter their fundamental strategy.

These opposing factors are guiding negotiations.

Summary and Prospects

It took a mere seven days to terminate the 28 points of the most recent proposal. Forceful and unpredictable management of the matter by US administration, pushback by Ukraine and the rest of Europe, along with calming attempts of diplomats, and finally, recent disclosures, all achieved their purpose.

While new initiatives based on previous concepts are forthcoming, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate particular unwillingness to alter the situation, if they stand together and improve their protective measures at a much faster pace. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the coming months, largely rely on sustained allied backing.
